Learning to Fish

"Give a man a fish and you feed him for one day, teach a man to fish and you feed him everyday."

I had come across that chinese proverb earlier, but it never made better sense to me as it does now. Our constitution proclaims that the goal of the state will be to create a welfare state. The socialist policies that we followed for almost forty years were trying to achieve just that and we all know how miserably they failed. The communist parties in India still want to do just that. All they are involved with is doling out fish to everyone and trying to figure out how to distribute the fish among everyone!

I don't understand why it is difficult for them to grasp that it is so much more easier to teach everyone to fish! Among all the constitutional amendments that are made, one of the better amendments will be to abolish that goal of creating a welfare state.
